In deciding not to continue the Clinton administration?s efforts to curb the North Korean ballistic missile program, President George W. Bush has gratuitously rejected a promising opportunity to improve U.S. security. In fact, the decision is so irrationally contrary to U.S. security interests that it is widely perceived internationally as intended to preserve, and even enhance, the North Korean ballistic missile threat so that it can serve as the rationale for early deployment of a national missile defense (NMD).
