The strategy includes "a streamlined regulatory process, a global program of monitoring for unknown or evolving biological pathogens, temporary moratoriums, raising public awareness, international cooperation, software reconnaissance, and fostering values of liberty, tolerance, and respect for knowledge and diversity."
